Ba Binh island is only for locals traveler, not for foreigner traveler because the security in army!
For scuba diving, you can book a tour to Hòn Mun island near by Nha Trang
For fishing and squids, you can contact the fisher to hire ( 3.00 pm to 7.00 am next day) , maybe six or ten person in a board for good prices.
